If that is the original battery, you must replace it with a new one. I am not surprised that it failed.
The HP EliteBook 820 G3 notebook is from the 2015 model year.
The Maintenance & Service guide (for parts reference)

The replacement battery HP part number is 800514-001
Online vendor sources. The replacement battery is relatively inexpensive.

The BIOS receives the current it needs to retain day/day and default settings from the battery.
Since you laptop does not start up that means there is already strange behavior.
Since the laptop won't turn on, that indicates that the power adapter is already not supplying the required 12v, 5v and 3.3v rails that should allow the laptop to start without a battery.
You should consider trying another compatible power adapter.
It a new compatible power adapter does not allow the laptop to boot up, then there are component failures happening that are at the root of the no start issue.
Not replacing the battery is not going to help anything.
" if i remove battery and plug power adapter" is going to leave the laptop without any power at all. How would you expect it to start up?
