You cannot remove the whitelist and your notebook may not have one.
The whitelists were beginning to be removed around the time your notebook was made.
I have a HP 350 G1 with the same Intel 4th generation processor series as yours and I upgraded from the Broadcom dual band N card it came with to the Intel 7260 AC a long time ago and it worked fine.
The Intel 7260 was not a supported Wi-Fi card in the 350 G1.
You could also upgrade to the Intel 7260 AC card listed in chapter 3 of your notebook's service manual...
Intel Dual Band Wireless-AC 7260 802.11 ac 2x2 WiFi + BT 4.0 710661-001

Hi:
The Intel AX200 card is of the M.2 form factor and your notebook's Intel 7260 is of the HMC form factor, so an AX 200 won't fit.
There is a company that sells modified AX HMC wifi cards. Maybe you can find one and see if it will work.
