New HP Elitebook came with a stylus which bluetooth recognises as HP Active Pen. Stylus pairs and button presses work, however stylus can not write on screen. Tried changing batteries with no luck.

That pen effectively has two separate functions - a Bluetooth function powered by a couple of coin batteries and a pen function powered by an AAAA battery. Is the AAAA battery good and in place? For more information see the Quick Start Guide for the pen (click).

There may be some stylus software you can install on your computer. I can recommend one but a specific model/product number would be appreciated. (Please do not post serial numbers on the HP Support Forum)
Information on how to find a laptop's model/product number is detailed in this HP document.

Apologies for long delay.
The laptop is HP Elitebook x360 1030 G2
The stylus is HP ActivePen with App Launch
I have checked here: https://support.hp.com/in-en/document/c05166879 that they are compatible (given that the pen came with the laptop it would be weird if they weren't...)
I have both the Wacom pen installed and as of today tried the HP Pen Control software. Both happily connect to the pen and work fine with the top button for launching apps, but that's it - any attempt to write or use the other buttons has no success.
