When I try to install The Battery Safety Recall Utility it asks HP CASL Framework installation, which I then downloaded from this link:

https://ftp.hp.com/pub/caps-softpaq/cmit/softpaq/CASLSetup.exe

But that installation then gives an error: "_ERR_SYSTEM_NOT_SUPPORTED"

How it is not supported? I have Windows 11 Pro with all the latest updates. I need to run the safety utility to ensure my house do not burn with the battery.

The problem is that since Windows 11 is not a supported operating system for your laptop, not all  features and/or drivers are available.

 

You should still be be able to update the BIOS.

This is a link to the latest BIOS released on May 13,2024

The Battery Safety check extension was extended in 2018 to 2019. 

 

It is currently 2025, which means that your laptop battery has been out of warranty for quite a few years.

 

Did you try downloading and running the fully loaded validation battery utility?

I got the CASL to install when I put it's executable to windows 7 compability mode and then started it from command line as admin, suddenly it installed. Then I ran the battery check and the battery in my laptop was not faulty. That is good to know since even of course the laptop has no warranty, avoiding a fire hazard is the most important thing, since this laptop is still being used. I just learned about the recall today: "Back in January 2018, HP issued a battery recall covering 50,000 laptop batteries which had the potential to overheat and become either a burn of fire hazard. A year on, and the recall has been expanded to include a further 28,500 batteries taking the total up to 78,500"

 

Out of curiosity, I also tried your link of fully loaded utility without CASL and indeed, that also worked and without any tricks needed. Thanks for the help.
