I have an HP Chromebook. I notice it charges with USB-C. My Moto e5 smartphone has a USB-C charger also. I wonder if I can charge the phone with my HP charger.

I am sorry about that. 

Since we do not recommend you use your phone's charger for your system. Similarly, we would not suggest you use your HP charger for your phone as the AC voltage and the power can be different. This can cause hardware issues with it.

Welcome to the HP Support Community. 

 

HP recommends always charging your system using the genuine AC adapter which is shipped along with the system. We would suggest you not use your smartphone's adapter for charging purposes.

That is not what I asked. I asked if I could use the hp charger to charge my phone.
