Hi,
Yes in both cases.
RAM.
Max RAM for the notebook is 32Gb of DDR4 2400MHz RAM (2x16GB) even if the service manual mentions 16GB.
At the moment you have one 8GB module and one empty slot. So you can add another 8GB module in the empty slot which should be enough.
On page 30 of service manual you can see the steps to install the RAM

SSD. You can upgrade the M2 SATA3 SSD to a much faster M2 PCIe NVMe SSD of your choice and desired capacity.
You can then install a clean install of the OS on the SSD.
