Product: HP EliteBook 8760w Mobile Workstation

My 8760w has had an issue for the past couple months. It would intermittently not boot when pressing the power. The front lights would flash and then it would drop back to only the charge light on. After several times pressing the power, it would finally boot and be perfectly fine. One issue I had with it was I had purchased it used and there was a BIOS password, which prevented me from changing any settings, including the UEFI setting. So, I purchased and installed a new BIOS chip. All seemed great. I had access to the bios, however, once I turned it off, I could not turn it on again. I tried replacing the battery, tried using the power supply from my 8770w, which works fine with my 8770w, Tried removing the battery and resetting by pressing and holding the power button for a minute. All to no avail. The only time it will boot, is if I pull the battery and power cord and let it sit for 20+ minutes. Then when I reinsert the battery, the lights flash and go out. I then plug in the power cord and I am able to boot normally. If I shut it down, the charge light will light white and sometimes flash orange, but will fail to boot. Even with the power cord removed, when it is in this state, the charge light will stay lit with only the battery inserted, but will not boot or have any led indicators even flash. Just a constant charge light and no other signs of life till i let it sit without power for more than 20min. again. Any Idea on what is happening?
