What makes you believe you can charge your laptop with usb-C? The Service Manual does not indicate that the USB-C port is a "Power Delivery" port. Did the laptop come with a standard barrel type AC adapter? Then odds are it will not charge via the USB-C port. If it will you would need a minimum 45w USB-C power supply.

The hp website lists HP Sleep and charge and power delivery under the technical specifications

Sleep and Charge is a whole other thing...that means like charging your cell phone. Do you have the exact model number as I looked at the Manual for the whole model series?

in the technical details it says

Connectivity and Communications

Ports 1 USB 3.1 Gen 1 Type-C™ (5 Gb/s signaling rate, Power Delivery 3.0, DisplayPort™ 1.2, HP Sleep and Charge)
1 USB 3.1 Gen 1 Type-A (HP Sleep and Charge)
1 USB 3.1 Gen 1 Type-A (Data Transfer Only)
1 AC smart pin
1 headphone/microphone combo

Yes based on that I found the correct Manual and it does have a USB-C Power Delivery port. You are best off using an HP adapter for that but a 3rd party also should work. 45w would be the minimum power to achieve charging. In other words, you cannot "trickle charge" it with a cell phone adapter.
