I noticed recently that my laptop was running things abhorrently slow. I thought maybe it was thermal throttling, but that is not the case at all. Then I noticed that the CPU is only running at 1.8Ghz on all 8 cores, and is not allowing the CPU to turbo at all. However when I unplug from the wall the CPU will Turbo up to 4.2Ghz. What happened? I did upgrade the RAM recently to 32GB, and I upgraded the SSD to a 2TB Samsung 970 Evo NVME drive. Neither of which should affect the CPU power profiles when on AC power, or battery. Other than this the laptop runs fine, I'm even using it to type this out. I would like to be able to do some light gaming again on this laptop, as it was reason I chose this was to be able to play older games while away from my primary desktop. Oh and HP Command Center does nothing, except change the fan speed. Idle temps are right around 40C and with it locked at 1.8Ghz the CPU never goes above 60C. I'm stumped. Nothing I've done should have caused this. IF anything I would expect the reverse to be true for the CPU clock speed to be locked while on battery. Oh and it does it using external power over USB-C too, and it doesn't matter if the battery is full or charging while on power, it still remains locked @ 1.8Ghz...?
