My HP Envy x360 came with Windows 11 and the HP Power Manager pre-installed. In the HP Power Manager I could select whether I wanted max cooling, min fan noise, or balanced. That worked like a charm. When I had my laptop serviced (the hinge broke), the service center reinstalled Windows 11 - without the HP Power Manager. Allegedly, it's not available for this model, although it was factory installed.
Since the repair and reinstallation, the laptop burns up when it's hibernating. I could solve that by changing it to go to sleep when the lid is closed. However, it still burns up under normal usage, especially when I have a video conference (no matter if it's charging or not). All the updates are done (Windows, HP, BIOS).

I understand you are facing an issue with the HP Envy x360 Overheating. Not to worry I will help you to get a resolution to resolve the issue.
The following list describes some of the issues caused by overheating in the notebook:
Games stop responding during play.
Windows stops responding during use.
Fans inside the notebook become louder because they are spinning faster as the laptop gets hot, to remove the heat.
When starting the laptop, it sometimes stops at a black screen and does not open into Windows. Windows usually stop responding when it does open.
The following list describes some causes of excessive heat:
Dust inside the laptop.
A new component, such as a hard drive, is added. The extra component causes the power supply to work harder and generate more heat. Extra heat also radiates off the new component and adds to the temperature inside the case.
Over time, some cooling fans might slow down and wear out, as the laptop is getting hot, depending on the usage of the laptop.
High ambient room temperature.
Please try the following Troubleshoots steps.
1. Turn off the Unit.
2. Disconnect the AC adapter.
3. Remove any discs from the disc drive.
4. Remove memory cards from the card reader slot.
5. Disconnect all nonessential peripheral devices, such as printers, scanners, external hard drives, and USB flash drives.
6. Disconnect the AC adapter press and hold the power button for approximately 15 seconds.
7. Reconnect the AC adapter, and then turn on the computer.
Step 2
Turn off the unit and please press and hold the Windows key + letter B key and the power button together for 30 seconds after 30 seconds, 1st release the power button but keep holding the Windows key and B key for ten more seconds and then release these two keys If done correctly, you will see the display flashing once. Please attempt it thrice as this step and Restart the unit
Step3
The unit has to be turned off, Press Win+ V while holding these two keys then Press the Power button, continue to hold all three keys for 30 seconds and then release the Power button first and then release these two keys Please attempt it thrice and then you may get a Pop-Up CMOS Check and it will restart the unit
Even if you don't get a Pop-up restart the unit manually after 3 attempts.
If the power light is blinking then try to check the charger, connecting another charger if the light is glowing study so that the battery is charging well then its good and it's blinking then we have to check if there is any hardware issue

The overheating is not causing any of the issues listed. The laptop "just" runs super hot.
I can rule out dust inside the laptop - the service center cleaned it inside out.
They did install a new SD card though, because during repair, the original SD card broke and was not recognized by the system anymore. They ordered a new SD card from HP and installed that one.
The laptop is also running hot when my portable monitor is disconnected.
If the fans are worn out, I would be seriously concerned about the quality of your products- the laptop is only 1 year old.
Overheating occurs both with high and low room temperatures, and even when the laptop is placed onto a cold table.
Troubleshooting step 1:
This model doesn't have a disc drive. There is no card in the card reader slot. There are no peripheral devices connected. No difference after completing step 1.
Troubleshooting step 2:
What does this step actually do to the laptop?
As to the second link for Windows 11: I do have balanced power mode selected. Which option provides best cooling? In the previously installed HP Power Manager, I was able to select max cooling which worked like a charm.
As mentioned, everything is updated. The hardware test does not show any issues.
The link for HP CoolSense Technology is for Windows 10. Does it run on Windows 11 as well?
