"Hello, Does my USB C port support charging and display?" Yes, it does
"if i buy monitor with USB-C Port, could it charge my laptop and display output?"
If the display has a video input through a USB Type_C port it should display at the resolution that your notebook is set to and as high as the display automatically sets it to.
A display is unlikely to charge your notebook.
Power Delivery means that it will charge devices such as mobile phones that are connected to it.

What you need to do is make sure that it is one of the new types that have USB Type-C thunderbolt inputs.
