Hello,
I got my hands on a brand new HP Envy x360 with a Ryzen 5 3600 (13-ar0131ng) and I mostly used to charge the device, both when on and off, using the charger that came with it.
A few days ago, however, I lost the charger but noticed the device supported USB-C with Power Delivery 3.0. That was true, as I was able to charge the device using a USB-C cable (my Xiaomi phone charger). However, this came with a problem, I could only charge it while it was shut down.
I found this weird, the operating system did not even notice the USB C cable when the device was on even if it was plugged in.
Just to be clear, it charges completely fine when turned off.
Is this normal? Or could it be a hardware issue? Is it maybe because I am using a Xiaomi phone charger (27W) instead of a HP 65W one?

You already have your answer. Let us have an example: you pour 27l per minute of water to a bucket but the bucket itself has a hole which drains 65l of water per minute. Do you think the bucket will full ?
