Basically my laptop fan will randomly speed up, causing my laptop to lag. This happens even when my laptop is not hot. Also, the fan will speed up for a minute then go back to normal for a minute and then repeat. This started to happen after updating the BIOS and has happened before. This usually would go away in the past but now it will not stop happening.

I understand that the HP Envy x360 fan speeds up and lags laptop.
Do not worry. I will try to fix the issue.
As you have stated that the issue started after updating the BIOS.
In that case, perform the restore the BIOS and check for the result.
Set BIOS default and restart:
- Restart your notebook.
- During startup, press F10 repeatedly until the BIOS menu is displayed.
- Once the BIOS menu is displayed, press F9 to restore factory defaults.
- Select Yes to confirm.
- Press F10 to save changes and exit.
- Select Yes to confirm.
- The computer restarts using the default settings.
There is no way to control ur fan speed on a HP laptop at all. They built a mechanism which is supposed to control the speed afaik, and don't want customers to change the speed as it can lead to overheating issues.
What I know you can do is to go to "power options" -> "change advanced power settings" -> "processor power management" -> "maximum processor state" and lower it to avoid overheating.
