Product: HP Elitebook Folio 9470m

I am using HP EliteBook Folio9470m With Product as C7Q21AW(i5 1.8 GHz, 4GB RAM). I was trying to reset my laptop, but then it got stuck and was not completing the installation, so thought to install a new copy of Windows 10. I created a bootable USB using Rufus with the below settings, but it is still not able to find this USB drive when I press F9. Please help!!!!!

I tried in BIOS Options with Secure Boot and with Generic USB Device as Option#1, but on boot, it does not recognize USB, I tried in all 3 USB ports. Then I tried with Legacy and then with UEFI Hybrid options, but still didn't work. I also set SATA Device Mode to AHCI, but still USB was not available on boot. Please guide what piece I am missing as it has been 7 hours for me to install windows 10 but still not successful(I had previously Windows 10 Pro on this laptop)
