Operating System: Microsoft Windows 11

i have an HP usb-c G5 docking station and an hp envy 13-ad173cl. I can use the docking station with the laptop other than charging. Why will my laptop not charge with this docking station? i have verified that the laptop has usb-c charging capability. This docking station DOES charge my dell xps laptop and other HP laptops just fine.

There will be 2 letters after the model number. Official HP Specs do not list "Power Delivery" as one of the characteristics of the USB-C port on the 13-ad173tu, for example. "Sleep and Charge" is not the ability to charge the laptop through the USB-C port its the ability to charge a cell phone when the laptop is in sleep mode.
