This is the solution and works 100% fine

Below are the steps

1. Go to services

2. Identify the HotKeyServiceUWP

3. Disable the service then apply

4. Restart your Laptop

5. After reboot download the file "https://ftp.hp.com/pub/softpaq/sp91501-92000/sp91903.exe"

6. Install the sp91903.exe settup

7. Restart your laptop

8. After reboot, test the fn+brightness key

Go to search>>services>>HP Hotkey UWP Service>>properties>>diable>>restart>>download https://ftp.hp.com/pub/softpaq/sp91501-92000/sp91903.exe >>restart, and you're good to go.
