The memory upgrade info can be found in chapter 1.

Your notebook has two memory slots, and each slot can take a max of an 8 GB memory module.

Just to be 100% sure this also applies to HP Laptop 15s-eq0031 with AMD Ryzen™ 5 3450U (this specific processor is not listed in the manual you have shared).

The service manual covers the entire model series, not just your notebook.

Product Name HP 15 Laptop PC

HP does not keep the manuals updated and often omits additional processors that may be available in some models.

Below is the link to the crucial memory report for a similar model to yours which has the Ryzen 3200 processor, and as you can see from the report, Crucial even indicates that you could install as much as 2 x 16 GB of memory in models with the Ryzen 3xxx processors.

Since your notebook already has an 8 GB memory chip, if you want to stick to what the HP service manual indicates, you can add a second 8 GB memory module to the existing one and have 16 GB.
