I'm trying to revive this ancient pink HP Mini 210-1130LA laptop (or is it a netbook?). Upon turning it on there is no video output, be it from the main screen nor from external screen connected with VGA. The Caps Lock LED behaves inconsistently; on startup it sometimes turns and stays on, accompanied by brief flashing of the F12 light, but then other times neither of them turn on at all, however the fan does always turn on. I have tried reseating and replacing the RAM, but the Caps Lock LED doesn't blink so I'm pretty sure it's not the issue. I also tried turning on the laptop while holding key combos such as Win+B, B, all function keys, to no avail.
After some Googling I decided I'd try updating the BIOS - upon downloading the update on my main computer it seems that unlike the HP BIOS utilities for most other models, which let you create bootable media, the one for this model instead opens up a crusty-looking "InsydeFlash" program that's probably meant to directly apply the BIOS update to the computer it's running on, so it's not useful in this case.
I've found little documentation online about this model and can't identify any components such as a graphics chip to try reballing w/ solder, so I'm pretty much out of ideas here. Any suggestions?

It sounds like time to chase the voltage rails on the system board.
Since the HP Mini 210-1130LA hails from around 2010, you are not likely to be able to find documentation for it.
I tried and did not have any success.
I see you are in Antarctica and may have plenty of time on your hands.
