I upgraded my RAM today from 2 x 4GB (4GB DDR4 2400 SODIMM) to 2 X 8GB (8GB DDR4 3200 SODIMM). The reason for inserting 3200MHz is because the 2400MHz seem to be out of stock everywhere around me. I was told that the machine will only use what it is capable of and the rest is useless, but no other major issues should present itself.
I tried to go into the BIOS to activate the XMP but the whole BIOS is inactive. The only active items are : System Time, System Date and System Log. The MHz is currently 2133 which I read is the default value but that one can change it in the BIOS.
Currently I also do not see any marked difference with my start up speed and opening multiple apps at once, i.e., Chrome with 2 tabs (GOOGLE and WhatsApp) and MS Word.
Is there any way to activate the BIOS otherwise I will have to return the RAM (within 10 days).

Check for BIOS Update: Ensure that your laptop has the latest BIOS firmware installed. Go to the official HP support website, enter your laptop model, and check for any available BIOS updates. Sometimes, updates can address compatibility issues and provide additional features.
Reset BIOS Settings: If the BIOS settings are not accessible, you may try resetting the BIOS to default settings. To do this, power off your laptop, then turn it back on and immediately start pressing the BIOS access key (usually Esc, F2, F10, or Del key) repeatedly until the BIOS menu appears. Once in the BIOS, look for an option to reset to default settings.
Clear CMOS: If resetting the BIOS doesn't work, you can try clearing the CMOS (Complementary Metal-Oxide-Semiconductor) settings. This involves removing the CMOS battery from the motherboard for a few seconds. refer to your laptop's manual or the HP support website for instructions specific to your device.
