Is my old laptop, an HP Notebook 15-dy1023dx, compatible with an HP USB-C Dock g5?

the peripherals (keyboard, printer, and moose) work, but I cannot get HP monitors to work

Your laptop's USB-C ports are data only which means they do not carry a native video signal in their output. The dock requires that the laptop have a USB-C port with alt-DP video output before video output is available. As said, your laptop does not so you will not get a video signal out of the dock when connected to the USB-C port on the laptop.
