Operating System: Microsoft Windows 10 (32-bit)
I've tried all the standard solutions (defrag, chkdsk, startup programs, etc.) with no increase in speed. Is upgrading the ram from 8 to 16 going to make this thing faster than molasses?

The best thing you can do if you haven't done so already would be to replace the 1 TB 2.5" mechanical hard drive with a better performing 1 TB 2.5" SATA solid state drive (SSD).
Then if you feel you want to install 2 x 8 GB of DDR3L-1600 memory, that will help too.
