I have the i9 11900H with the RTX 3080 . The GPU hardly goes above 70 C but the CPU idles in the high 40s and can hit 100 C when gaming. I found some troubleshooting videos but they're all for older models.
Edit: the laptop has been sitting on a Thermaltake Massive 23t LX Steel Mesh Panel Single Oversized 230mm Since day 1. None of the vents are clogged. The fans all sound like they are running normally. (Though it might take off and fly away when the temps start climbing.)

Welcome to our HP User Forum!
Other than making sure your cooling vents and fan(s) are clear of dust and using a cooling pad, have you tried the troubleshooting suggestions for a laptop running on Windows 7 (but would still be applicable for W11) found here: Stop Laptop from Overheating while Gaming [EASY SOLUTION] - YouTube?
