HP Pavilion 14-ce1058wm

I have a brand new HP Pavilion 14-ce1058wm with two USB-A and one USB-C ports. I have connected my Galaxy S9 to all 3 ports, using multiple cables, and Windows 10 will not recognize it as connected (not showing in Explorer).  I can see the device in the Device Manager (it shows "This device is working properly."), and it will charge.  I have updated all drivers and BIOS using the HP Support App, and updated the Samsung driver to version 2.16.9.0 from 7/8/19.  On the phone side, it automatically selects the "Transfer Files" radio button instead of providing a pop-up asking me to indicate how to treat this connection (like it should). Note that the USB ports work with mouse/keyboard, and the Galaxy S9 works fine on other Windows 10 PCs.  Any thoughts for next steps?

Nothing wrong with your new computer. All you need is to ALLOW your computer to access to your Galaxy. Please check your Galaxy,

 

(a) Allow your Galaxy to be connected as MTP or Transfer Files

(b) Touch Accept on Galaxy when make new connection. You won't need this after the first connection.

 

You also need to check to be sure your Galaxy is on and the screen is unlocked

Indeed, I generally on Windows PCs get a pop-up on my S9 asking for permission to ALLOW my computer access to the Galaxy.  That is not happening from this HP Pavilion.  I do get an error message on the Galaxy after 1-2min stating that a connection cannot be established.
