Welcome to the HP User Community.
The obvious:
Stop using a device that shocks you.
Suggestions unless you want to investigate on your own:
Unplug the computer, place it in a safe bag, box, or container.
Take the computer to a competent hardware technician.
Warn the tech about the problem, of course.
What's wrong with it?
- Bad outlet?
 - Bad power cord?
 - Shorted electrical system inside the computer case?
 - Bad battery - bloated, loose, additional "issues"?
 - Bad Charger?
 - Horrendous build-up of static electricity?
 
No way to know for sure until it's checked.
Hopefully the data is OK .
Hopefully you have current backups (always the best practice).
