Hello HP Support,

I have an HP Victus 15-fa0033dx (9T9R8UA) with an Intel Core i5-12450H and GeForce RTX 3050. The BIOS version currently installed is F.34.

The system has developed a significant performance and power-management problem.

When the laptop was newer, I was able to achieve approximately 13,000 points in Cinebench R23 multicore. It now achieves only approximately 8,600 points.

During a sustained Cinebench R23 multicore test, the CPU remains around 2.4–2.6 GHz and approximately 40 W, while reaching approximately 97°C. This occurs in both Balanced and Performance modes.

I have also observed abnormal automatic fan behavior. During the Cinebench load, even when the CPU reaches approximately 97°C, the fans do not automatically ramp up appropriately. I have to manually increase the fan speed through OMEN Gaming Hub. The fans themselves are functional when manually set to maximum.

I have already performed the following troubleshooting:

  • Reset Windows power-plan settings

  • Confirmed PCIe Link State Power Management is set to Maximum Power Savings

  • Performed a clean NVIDIA driver installation using DDU

  • Tested both Balanced and Performance modes

  • Tested with manually controlled maximum fan speed

  • Terminated NVIDIA Container and Intel Graphics Command Center

  • Confirmed nvidia-smi reports no running GPU processes while the RTX 3050 is idle

  • Ran HP PC Hardware Diagnostics UEFI, including the CPU and motherboard extensive tests, with no hardware errors

  • Reflashed/reinstalled the currently installed BIOS F.34 using HP's official BIOS reflash procedure. The reflash completed successfully, but the problem remains.

The HP BIOS utility allows me to reinstall the same BIOS version, which I have already done. However, HP's BIOS updater does not allow me to roll back to an older BIOS version, so I have been unable to test whether an earlier BIOS revision has different CPU, fan, or GPU power-management behavior.

There is also a separate GPU power-management issue. When idle, the RTX 3050 remains around 11 W and P0 state even though nvidia-smi reports no running processes.

Additionally, powercfg /energy reports:

PCI Express Active-State Power Management (ASPM) has been disabled due to an incompatibility with the system.

The CPU performance loss is particularly significant. The system originally achieved approximately 13,000 Cinebench R23 multicore, but now achieves only approximately 8,600. The CPU remains around 2.5 GHz under sustained multicore load, despite being connected to AC power, while reaching approximately 97°C.

Because the CPU performance has degraded substantially, the CPU frequency is unusually restricted under sustained load, automatic fan control does not appear to respond appropriately to the high temperature, and the RTX 3050 remains at unusually high idle power, I suspect a BIOS/Embedded Controller (EC)/platform power and thermal-management problem rather than a normal Windows configuration or NVIDIA driver issue.

I have also found reports from other HP Victus 15 owners using the i5-12450H platform describing similar symptoms, including CPU frequencies restricted to approximately 2.4–2.6 GHz and abnormal thermal/power behavior associated with BIOS/EC power management.

Please investigate whether BIOS F.34 and/or the Embedded Controller is applying incorrect CPU/GPU power-management or thermal-control settings on this system.

I would specifically like HP to verify:

  1. Whether BIOS F.34 has any known issues affecting CPU power limits, CPU boost behavior, fan control, PCIe ASPM, or NVIDIA dGPU power states.

  2. Whether an EC firmware update/reprogramming is available separately from the BIOS.

  3. Whether HP can provide an official BIOS rollback to an earlier validated BIOS revision for diagnostic purposes.

  4. Whether the system requires service-level BIOS/EC reprogramming or motherboard inspection.

Since I have already successfully reflashed the same F.34 BIOS and the problem remains, I would appreciate escalation to a technician familiar with the Victus 15-fa platform rather than repeating standard BIOS reinstallation, Windows power-plan, or NVIDIA driver troubleshooting.
