I have an HP ProBook 450 G10 (15.6-inch) with an i7-1355U processor. I am experiencing slow performance, as the CPU clock speed is limited to 1.2GHz. The performance mode is set to High Performance for both plugged-in and battery operation. I am using the original charger and running the latest available OS and BIOS. Throttle Stop says that Turbo Boost is disabled. Checked BIOS, there is no way to control Turbo Boost.

Case closed.

 

In BIOS I enabled Power Control under Power Management Options and that fixed it.
