Fan is controlled by BIOS and automatically run based on internal components temperature feedback.
After you getting warm air through vents or unusually heating up of this notebook?
You may try dusting off the dust and debris if any with air duster with machine switched off.
How old is this notebook?

Then I'll suggest you to directly contact HP technical support as it if fully covered within warranty
