I can run an LG external monitor with HDMI cable but not my AOC monitor.  VGA is fine on both monitors.  So the HDMI port does work as does the cable, so can anyone suggest how to make AOC monitor connect with HDMI connection (No I can't stay on the LG monitor it is not mine).

That explains the AOC monitor is faulty somehow. Return it and get another AOC or different brand.
