My spectre folio 13 touch screen is not responding properly in a stripe in the upper half of the screen. While writing with the tilt pen or the finger, it seems to stop responding in that area, with only dots appearing.
I ran the device test on hardware diagnostics and did the itneractive test and the pointer test showed that te 2 and 3 did not respond to touch.
The drag and drop test however had no issue.
Does anyone have a similar issue and a suggestion?

That is unfortunate. This is not a common issue.
From your description of the problem I would replace the display assembly.
You can verify the failure by using the HP PC Hardware Diagnostic UEFI utility.
You can invoke the HP PC Hardware Diagnostic UEFI utility by pressing the F2 key immediately after powering on the notebook and then going to the Component tests.

To resolve the problem you will have to replace the display assembly.

The trick will be find out which of the two displays listed in the maual is for your notebook. There is an App in the Microsoft store titled DisplayHDR Text that will let you know how many nits your current screen has.
