HP Spectre Rechargable Keyboard 1000 - Default Function Keys

The Fn keys on the HP Spectre Rechargeable Keyboard 1000 default to media keys.

They are not affected by BIOS settings on my laptop or desktop (I've tried that; such settings only affect my laptop's built-in keyboard).

Is there any way to switch the Fn key default to F1-F12?

No, you wouldn't be able to switch on an external keyboard. However, if you have an HP Notebook you could use these steps: https://support.hp.com/in-en/document/c02035108
