Ever since I updated my computer with the "October Update" that was re-released in like November, one USB C port stopped working entirely on my laptop. It was the one farthest from my HDMI port. The one that did still work was my other USB C port closest to the HDMI port. They are both clearly labeled with Thunderbolt 3 markings as well.
That's when the issue started, and I've just now gotten around to troubleshooting it fully since I have the time. I scour this forum for fixes and none of them work. I have gone in to Device Manager multiple times and uninstalled the USB drivers then restarted my computer to let it re-recognize them. After that didn't work after several tries, I went into the properties of the extensible host 1.0 thing and UNchecked the box saying "let windows turn this off to save power," and did a restart and no change again. In addition to this I have shut down my laptop and held the power button for 5 seconds until it does its shut down again,
Now, I have updated the BIOS (which I'm certain was already up to date) to F.24 (again certain that it was already at F.24), and now BOTH of my USB C ports do NOT work. I have now tried redoing the two "solutions" mentioned above multiple times, and I have checked in the system hardware checker you can get into before startup completes, and I have rolled back my BIOS to the one that was available (which was apparently still F.24), and still both USB C ports do NOT work.
In addition to this I have shut down my laptop and held the power button for 5 seconds until it does its shut down again, to reset some imbedded controller, and still they both do NOT work.
I purchased this laptop in the summer and two of the main ports on the laptop don't work. This is disapppointing to say the least.

I recommend you download and install HP support assistant from the below link and install all the updates.
Here is how it is done.

Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.

Click Check for updates and messages to scan for new updates.

Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.

Click the update name for a description, version number, and file size.

Select the box next to any updates you want to install, and then click Download and install.

Perform any other update management actions as needed.

Postpone an update: Click Remind me, and then select a time preference.

Delete an available update: Click the Delete icon
to remove the update from the list and record it in the action log.

Review updates status: Click Action log below the list to view installed, postponed, or deleted updates.

I have the same issue.
Since I upgrade my Bios, I can't use the mini dock which connected by usb-c.
It has a hdmi port in it and I can't use it.
I was able to work on 3 screens (builtin+2screens) before the update.
Use the HP Support Assistant and the HP diagnotic tool, but both didn't fix the problem.
Could it be because I also installed the thunderbolt software?
It actually shows me nothing listed. Not sure if it should list my hdmi connect monitor via the usb-c hub/dock.

Since the issue began after the BIOS upgrade, I suggest we recover an older version of bios to resolve it using the below steps:
(Remember: BIOS updates are only installed to resolve certain issues, if your device is working fine, you don't have to upgrade at times).

Turn off the computer, and then connect the power cord.

Press and hold the Windows key and the B key at the same time, and then press and hold the Power button for 2 to 3 seconds.
