HP Spectre x360 Convertible 15-ch0xx came w/ 2666 MEMORY (rumor: b/c no XMP it only read 2400?!!!)

Translation: i'm looking to upgrade my 8gb installed memory to 32, and my laptop CAME WITH 2666 memory, but i'm getting responces from my inquiries as to which make/model is the best bang for its buck, that my new 2-in-1 has a problem at the BIO level and actually can NOT run full 2666 or anything higher, and despite what's physically installed, it can only read/run/use 2400! I want to disbelieve the answers i've gotten, however they say it's b/c the BIOS has no XMP...
...so...is this true? just buy the lowest latency 2400? what about the laptop actually being shipped out of HP with 2666?!

"As you can see, the ram is capable of 2666 but the laptop will only run it at 2400 so buying ram with higher JEDEC frequency or XMP frequency won't help at all. For overclocking the CPU, use throttlestop. Use the "disable and lock turbo power limits" option and increase the turbo ration limits. The OC limit is 0.6 GHz. Even at stock frequency, the laptop's cooling system is not powerful enough to take away the heat so to get better performance, you need to repaste and add thermal pads."
