HP Spectre x360 Laptop - 15t touch.
2019 version, Gem-cut.
Product : 4HG39AV_1.
Windows 10 Home 64.
Intel Core i7-8750H.
BIOS version: AMI F.31, newest version.
SKU: 4CJ41AV.
Driver version: 26.21.14.3132.
I made lots of performance tests to this laptop after delivery by lots of software for many times, but every scores are crazy low, especially the CPU. For example, the PC mark result is 2630, and Fritz Chess "kilo nodes per second" has only 6561. And every time I tested the CPU performance, I used the CPU-Z to monitor the clocks, the average core speed has approximately 1300 MHz, it's far lower than 2.2 GHz as marked.
When I made tests, I'm sure I plugged the power in, and set the power mode to "performance".
My friend has the same laptop, he bought it a little bit earlier than me, but my performance test scores are much lower than his.
I also tried to test the CPU by plugging power in and not using power adapter , I found the performance results remain the same.
My friend told me the problem results from the BIOS restricted the CPU clocks, he suggested me to install the BIOS driver into the older version.
I downloaded the BIOS drivers from HP official website, but I couldn't install any of the drivers, because the current driver is the newest version.
I don't know how to solve the problem.
Please help me.

I have solved the problem.
The CPU performance downgraded is because there is a program called "intel dynamic platform and thermal framework" that limits CPU frequencies. The solution is to uninstall that program. But I would suggest you to keep that program, cause it really secures the mainboard.

I have the exact same issue!
When I first purchased this laptop in May 2019, it was working fine and benchmarks scored as they should. But after recent updates (either BIOS, hp updates, microsoft updates, intel updates) performance has been halved.
The CPU immediately throttles and does not exceed a power usage of 10W even when the power is plugged in. This is not a thermal issue as the temps are all below 60C. I do however see the thermals spike for a brief moment when i start the benchmark. And what's worse is that the fans almost never turn on even when I'm under a heavy world load or doing stress test. I have seen people on these forums complain about the fan noise and I seriously hope HP's response to this wasn't to make it so that the fans never turn on. And before anyone asks, everything is updated: BIOS, intel drivers, hp drivers from support assistance, and windows is all fully updated.
This is an extremely serious issue for me as I bought this $1800 laptop for its performance. RIght now its performance is that of an i5.
Please, Please, someone needs to help us with this issue.
