For the HP Spectre x360, which does not power up, what does the 6 seconds on, 2 seconds off code mean?

 

The PC will not power up even though the following has been tried:

* 15 second hold of power button

* 25 second hold of power button

* Win+B 3 seconds, while pressing power button

* Two separate AC adapters, plus Thunderbolt power

* Reading the manual, and searching on various forums (including this one)

 

Without the power cable in, no orange light is on. With AC adapter in, it blinks for 6 seconds on, 2 seconds off.

No change for "Power reset a notebook with a non-removable battery."

The caps lock does not blink, only the power light(s) blink as described previously.  No power-up with either USB-C, or either the HP travel or HP home power brick. Without the power cable in, no orange light is on; with AC adapter in, the orange light next to the power blinks for 6 seconds on, 2 seconds off.
