Can this HP Stream hard drive and RAM be upgraded? When I open it up, everything appears solderd to the circuit boards.

Unfortunately it is not a device that can be upgraded internally.
You are stuck with what you chose in terms of the installed RAM and eMMC memory that is your hard disk.
You can, however, use an SDHC microSD card.
I have used Samsung and Sandisk with success.

"To run the OS? Increase RAM?" No
You can use it as storage or you can use it to boot a Linux based OS from.
Be aware that booting an OS from an SD card results in a truly slow OS.
