I can confirm this works on my MacBook Pro 13-inch, 2019, Four Thunderbolt 3 ports with Mojave v. 10.14.6 installed.
My HP monitor has either Display Port or HDMI. Plugging in the Display Port from the monitor to the DP on the dock did not work for me.
What worked at the end is to use a hub like CableMatters that takes various inputs to USB-C output. I hooked up my HP monitor using an HDMI-to-HDMI cable from the HP monitor to the hub. Then, I plug in the USB-C output to the Thunderbolt 3 port on the back left of the dock.
Note: plugging the USB-C output to the back right (display port) of the dock didn't work for me.
Also, I can plug the USB-C output of the hub to another TB3 port on the Mac works as well but having all the wires connected to the hub makes a seamless experience where the only cable coming out of the dock is the single TB3 that plugs to the laptop.

OMG! Thanks for the tip! I finally got it working as you suggested. I would like to point out that I could get it working with either of the DisplayPort ports, not just the one under the power port.
I think the key is to use the ThunderBolt 3 port - the USB-C port that has the TB3 lighting symbol. As one of the contributor mentioned, the USB-C with DP symbol is on the same bus as the 2 DP ports and all monitors connected to those 3 ports will be mirrored.
