My work provided a HP Thunderbolt G4 dock for use with their laptop at home. I had/have a StarTech USB C dock that I was using with my personal laptop. Work will not let me install the driver for the StarTech onto their machine. So I am trying to use their dock on my laptop. I can get the mouse/keyboard to work when unplugging the USB BT receiver but the monitor or the network will not work. I updated the driver from the HP website and also the network driver. Is my personal laptop (HP Pavilion x360 - 15-dq0953cl) not compatible? Ruining Windows 11 Home 64 bit.

Work won't supply you with a work laptop? I don't see why they won't let you install your own drivers on your personal laptop.
Generally, only HP business laptops (ProBook, EliteBook, and Z) work with HP Thunderbolt docking stations. Going down a rabbit hole, I find their site that lists HP compatibility by notebook model and didn't find any docking stations compatible with your notebook:
