I found the (draft, perhaps) documentation for the pen in the FCC approval file. If nothing else, it shows clearly where the charging socket is - there is a small piece that lifts and swivels near the top of the pen.

This is an EMR pen and one of its features is it has no battery and needs no charge so I am a bit confused.
No battery is needed. The EMR pen works by an electromagnetic flux that is created between the coils in the pen and the magnetic layer with coils and antennae in the tablet. This creates the communication and establishes the power supply for the pen

Its not Bluetooth but its own unique radio signal. Maybe you did not get the right pen. What does the box say? Earlier models had an internal battery which you can access by twisting the body of the pen and it uses a tiny battery Quad A I think.

This shows how to access and use it if you have the correct pen.

I think maybe I linked you to a video about a different model but you should have some sort of pen services app on the machine.
This is what you have, right?

HP ZBook Studio x360 uses a Wacom AES pen (it's the ZBook x2 that uses a Wacom EMR pen that needs no power source other than the digitiser in the screen).
The ZBook Studio x360 pen should ship with a USB A (laptop) to C (pen) charging cable and needs a charge of around 30 minutes (information from QuickSpecs). Have a look amongst the system documentation; hopefully you'll find the cable, documentation, spare nibs and the nib changing tool. I suspect the end of the pen pulls up or off to reveal a charging socket. I can't find the documentation for the ZBook Studio x360 pen anywhere online - maybe someone else can. It seems to be a unique pen for this model.
