I drop my labtop and my screen is telling to do a diagnosis. However, when I try to do one it again tells me to update my HP diagnostic APP. When I try to download and install it says Failed to extract cab. Please help.

You can download the HP PC Hardware Diagnostic UEFI app on another PC.
Run it and pick the choice which allows installation on a USB flashdrive (8GB or higher capacity) for use as a standalone utility.
