I am just wondering if I can change the CPU and\or GPU in my HP Notebook 14-CM0028AU

Not without changing the motherboard out with one with a better combo than you have. Here is your Service Manual- http://h10032.www1.hp.com/ctg/Manual/c06245114.pdf  On page 17 it lists the various motherboards that model shipped with. If you have one of the lower end cpu's it may be worthwhile to opt for a Ryzen 5 motherboard, but it's a lot of work and you'd have to actually find a motherboard.

 

Which cpu do you have? How much memory? Does it have an m.2 ssd or eMCC drive?

No you can't because both are soldered to its system board. If you wish, you have to buy a whole new system board (if available) which contains

    (a) Motherboard,

    (b) CPU with integrated video,

    (c) Dedicated Video card (if applicable),

    (d) Operating system (you can't reuse old license).


All above 3 or 4 components are on one piece of hardware called System board. Very expensive I would buy a new machine instead. If you wish, you can use a list on page 50 of the following manual
