I have an Australian HP Spectre Folio that will not boot up, it was not used for some time, but i did get it to start some weeks ago, cannot remember what key combinations i used, but since it shut down, it will not restart, i have tried all key combos online, hold power for 30 secs, hold windows and B key as well as power, nothing works, i would really appreciate any help as i have called HP support, but they are not interested as it was purchased in Aus...

Nice laptop. I remember those.
You are going to have to find a shop that will do an inspection and component level repair. There are damaged components on your laptop's system board. They are preventing the voltages required to be present that allow the laptop to boot up to Windows.
There is a shop in England that can do that and likely some in Ireland as well.

Is there a power led lit up when you have the power adapter connected to it?
Is the battery flat?
Is the laptop still within one year of its purchase and you have proof of purchase documents (i.e. receipts)?

Hi, yea the power light lights when pressed, the battery is not flat,i’ve tried an external monitor but nothing, the laptop was purchased in 2018 in Australia, so now out of warranty, i got it going a few weeks back, but can’t for the life of me get it to turn on now, i read somewhere about reinstalling the bios, but apparently a flash drive is not supported so at a loss as to how to do it, because only usb c ports on this laptop

If you have a 2018 Spectre laptop there are two USB Type-C ports and one USB Type-A port on it.
USB flashdrives are supported.
When you plug in the power adapter without pressing any buttons, does a power/charge LED light up?
I own an HP Spectre x360 13t-ap000 model. That is its product name.
What is the product name and product number of your laptop?
Look on the bottom for the product name and product number in tiny letter.

Thanks so much for your response, i had brought it to a couple of different places here and they were going to butcher the case to open it, i know there is a way to open it properly, could you advise the place in england, i may get in touch with them ?

Butchering the case isn't necessary. It is a bit involved but no damage is necessary. See the video below.
YouTube HP Support channel did provide videos that show how to open the case and work on the laptop.
