Operating System: Microsoft Windows 11

Forward and back arrows are "dead" on my HP spectre laptop.  Can the keyboard be replaced?

We'll need a product or model number to locate the service manual for that laptop. Unless it's ancient, most HP laptops use the top cover as an integrated cover and keyboard and will require a complete teardown to replace it.
