Bought in USA 5yrs back. While in India faced with Hard disk failure. The local HP authorised agent WIPRO Chennai. Refused to service it even as an out of warranty HP product. Then how come HP declares it a global company???? Bad customer service.

You're confusing two very different issue.
If you have offices throughout the world, in several different countries -- then by definition, you are a "Global Company"
HP is not a general purpose computer repair company and in most cases, the repair centers will refuse to repair PCs that are no longer under the warranty.
What those office choose to DO for customers, especially those out of warranty, is a Service Issue, NOT an issue related to "globalism".
