the hard drive went bad.  I've replaced that.  I'm downloading the HP Recovery tool onto an Asus computer.  I attempt to run as administrator; it looks for updates, says current version is good, I select run and it says I need to run as administrator.  I am an administrator, I've disabled the virus protection.  When trying to run in compatibility mode it only has vista, windows 7 and windows 8.

Thoughts?

You have to right click on the Cloud Recovery Tool application, select More, and select Run as Administrator.

I just ran it that way on my Dell PC and it worked fine.
