Hi:
You will have to install a new hard drive and reinstall the operating system.
Below is the link to the service manual for your notebook.
Chapter 5 has the hard drive removal and replacement procedure.
I recommend that if you decide to fix the notebook, that you replace the 2.5" mechanical hard drive with a 1 TB 2.5" solid state drive (SSD).
The manual also indicates that HP offered M.2 NVMe SSD's as a storage option.
If you can live with 500 GB of drive space, a M.2 NVMe SSD would be the way to go because they are even faster than a SATA SSD is.
I don't know if a 1 TB NVMe drive will work.
It should, but HP only offered NVMe SSD's up to 512 GB in storage capacity.
After you replace the drive, use another PC and install the HP cloud recovery tool which will create a bootable recovery drive that will reinstall Windows, the drivers and the software that originally came with your PC.
Here is an info link for how to use the utility...You will need a 32 GB USB flash drive to create the recovery media with.
