Yes it can. You'll have to check the service guide here- http://h10032.www1.hp.com/ctg/Manual/c03922401.pdf  Look on page 21-22 for the different keyboards, pick the one that is for your region, order it from an online vendor or eBay. Then follow the procedures in the service guide to replace it.
