I am thinking of bying a used Elitebook 840 G4 but it has an TN display panel and I wonder if I can upgrade that easy to an IPS panel ??

I gave you German eBay as that was the closest to you I could find. That seller will ship to Sweden. I don't know where to tell you to find this screen in Sweden (Schweden).

The same cable supports HD, FHD and QHD panels so you can install up to a 2560 x 1440 screen and the one offered by HP is 340 nits so a very nice screen:

This looks like a 40 pin rear right connector. You can use any screen panel with the same mounting points and the same connector type and placement. Pages 67-70 show how to replace a screen panel.

HP would not stock that screen any more in its parts system and you would not want to pay what HP would ask for it anyway. 

 

Upgrading used laptops means buying parts in the aftermarket.
