The literature seems to imply that I can charge my Hp Envy with a USB-C charger. But I have it plugged in (using the same charge I use for my Samsung Galaxy S20) and I'm not getting anything. 

 

Is there anything in my settings/BIOS I need to update/toggle in order for this to work?

If you are using the adapter cable / power cord from a phone, I would guess the little phone charger is not up to the task of charging the computer.

Thunderbolt™ port with HP Sleep and Charge

Connects an AC adapter that has a USB Type-C connector,
supplying power to the computer and, if needed, charging the
computer battery.

– and –

Connects a USB device, provides high-speed data transfer, and
charges small devices (such as a smartphone), even when the
computer is
off.
NOTE:
Use a standard USB Type-C charging cable or cable
adapter (purchased separately) when charging a small external
device.

Connects a display device that has a USB Type-C connector,
providing DisplayPort™ output.

NOTE:
Your computer might also support a Thunderbolt
docking station.

NOTE:
Some computers might ship with two separate AC
adapters and power cords. Be sure to match the connector end
