I have purchased HP laptop during 2024 black Friday, I started to hear a noise (Whine) sometime in January. This usually starts pretty quickly after laptop is started. After much trouble trying to log a case online, I was able to create a case via phone. Immediately I was asked to reinstall OS and update the system. That did not fix I was asked to ship out the laptop to repair center. One fine morning, I received an email that my laptop is being shipped back. I emailed the repair center to find what the issue and how it was fixed, but no reply despite multiple emails. I received my laptop and again, repair center performed the same OS reinstall and bios update and issue still continues.  I shared the audio file of sound to HP support analyst and the same was not forwarded to repair center. Knowing they have no clue of what the issue with laptop was (I would think HP would share the information with repair center why laptop was being sent, but evidently not). I am tired of these meaningless OS reinstalls and hoping to fix the issue. Being an HP customer for a quarter decade, I can see the customer service at the lowest. I want to file a formal complaint with HP, how do I that? Thank you and any guidance is highly appreciated.

Why didn't you send your device directly to the authorised repair center with a detailed description of the issue and an audio file? That would provide an authorised service centre detailed and clear information on issues.

Instead of HP repair center, I should have sent it to Authorize service center. I thought HP service center would have qualified technicians, but evidently not. I am learning that hard way now. Thank you.
