You can't change the CPU of any laptop motherboard. You would have to change the entire board and besides costing more than a new laptop, most people don't have that skill as it is not a DIY project.
That model should not be slow. It is probably a configuration issue. I'd backup any user data and wipe the drive and reinstall a clean version of Windows, then test the speed. I'd bet it would be fine then.
Check for crapware, for a resource hogging antivirus, etc.

you can also make a bootable Linux USB key. Don't get the cheap (ie from Staples where you get a 8G USB key for a few dollars) USB key. I use USB keys rated at 150-600Mb/sec read times. These are a few dollars more but so worth it.
Then I download Linux and can boot from the key and test hardware. 99% of the time it is a bad Windows configuration
